Heather Penelope Grant is an A-Class U.S. Angel Corps. agent operating under the codename "Waterlily". She is the archetypal all-round agent, highly proficient in almost all areas without specializing in any. One area she does excel in over other agents is her ability to deceive and confuse her foes, both in combat and when undercover.

Physical Appearance
Waterlily is an athletic, small chested girl with sapphire blue eyes and honey blonde hair, tightly tied into a French Braid. Her outfit consists of a black, translucent silk leotard with a floral pattern preserving her modesty. She has black lace gloves and foot coverings, and a black lace sarong around her waist, held in place by a thin belt.
Abilities
Waterlily is one of USAC's most formidable all-round agents, rumoured to be on the cusp of being awarded an S-Class ranking. Skilled in both unarmed combat and marksmanship, she can quickly adapt to any situation. One of her more unique talents is being able to read both her opponents and the flow of a battle, using this knowledge to distract and confuse, turning a situation to her advantage.
Personality
Waterlily often displays personality traits that could be described as devious or mischevious, keeping her cards close to her chest as to what she is thinking. Despite her years, she is very comfortable with her sexuality, frequently exploiting it against male opponents. She is very observant, always subconciously analysing the behaviours and reactions of those around her.
Relationships
- Coral
- One of Waterlily's classmates, and the one she gets along best with. The two graduated the USAC Program together and are considered quite close, although Coral is slightly envious of Waterlily's faster progress.
Early Life and Career
Waterlily has an extensive background in competitive gymnastics, and was once a member of the USA's national youth team. Her ability saw her scouted for the USAC Program, and she enrolled at the Fairweather School for Girls at the age of twelve. Despite having less than a year of active service to her name, Waterlily has already successfully completed seven operations with distinction.
